Trump and Erdogan also agreed on the importance of holding Syrian President Bashar al-Assad accountable for the chemical attack and discussed the campaign against the Islamic State, the statement said.

According to observers from the OSCE and human rights body the Council of Europe, the procedures used in the referendum campaign and during the vote in Turkey did not meet worldwide standards. European capitals will watch Erdogan's next moves very closely.

The president will have the power to declare a state of emergency in the country, initiate referendums and submit a draft budget to the parliament for discussion.

The new system takes effect at the next election, now slated for 2019. Ongoing wars in Syria and Iraq have required Turkey's military and political attention on the borders and made the country a strategically important member of North Atlantic Treaty Organisation.

Erdogan, whose narrow victory laid bare the nation's divisions, told flag-waving supporters that foreign election observers should "know their place" and Turkey did not "see, hear or acknowledge" criticism that the vote did not live up to worldwide standards.
