Dayton Vetoes Bill for Teacher Licensing Overhaul

The House's chief author, Rep. Dennis Smith (R-Maple Grove), says the deal will allow Minnesotans to board planes and get access to military bases.

In the meantime, Minnesota is expected to ask the federal government for an extension in the deadline for the Real ID requirements. Those with non-compliant licenses, though, will need an extra form of identification, like a passport, for airport security and other federal purposes.

The bill gives the Department of Public Safety until October of 2018 to offer up the new IDs to Minnesotans who are getting or renewing their driver's license.

Lawmakers from both parties worked for years to bring Minnesota in compliance with the 2005 federal law, but compromises repeatedly fell apart over disagreements on driver's licenses for undocumented immigrants. With the latest action from lawmakers, Minnesota is likely to get a waiver to give residents time to get new driver's licenses. Eventually the federal government put more pressure on states to comply, and in 2016, Minnesota legislators passed a bill to lift the gag rule on Real ID, with intention to let DPS officials start talking to the federal government.

Due to squabbling over transportation spending in St. Paul, the governor says the only way to get the job done is force residents to pay more when buying a vehicle. Republicans argued that the state should strengthen a rule that now prohibits licenses for people in the country illegally, while DFLers including Dayton said that shouldn't be part of the Real ID debate.

But the Legislature finally reached a deal this week, sending a bill to Dayton's desk Wednesday.
