Senate leaders scramble to save health bill amid defections

The bill, which would roll back much of President Barack Obama's healthcare law, has been one of the party's top priorities for years, and the delay is a major embarrassment to Mr Trump and Mr McConnell.

House Speaker Paul Ryan says he has faith in Senate Majority Leader Mitch McConnell's ability to round up the votes for the Republican health care bill despite growing opposition in the Senate.

"We're optimistic we're going to get a result that's better than the status quo", McConnell said.

"No, no, we're continuing to talk about it".

"This is a very complicated subject", he said.

At the other end, families making $20,000 a year would, on average, get a $190 tax cut.

The bill's prospects were not helped by an analysis by the nonpartisan Congressional Budget Office on Monday saying the measure would cause 22 million Americans to lose medical insurance over the next decade even as it reduced the federal deficit by $US321 billion ($423 billion) over the next decade.

Earlier on Tuesday, four Republican senators said they would not support an initial vote on the bill, while five have said they couldn't support the bill without change on a final vote.

Because the 64-year-old has voiced her intention to vote no on "MTP" - or, "motion to proceed", which is essentially the vote that triggers the actual vote on the bill - it's now clear that the BCRA does not have enough Republican support to pass through the Senate.

Republicans are mostly split between those who want a complete repeal of Obamacare and more efforts to lower premiums and those who have raised concerns about reductions in Medicaid spending in their states and people losing their health insurance.

"My problem with the Senate bill as it now exists is that we don't fix that", Paul said".

McConnell and Senate GOP leaders haven't discussed possible changes with members concerned about some of the bill's provisions, two senators said.

"We're getting very close", Trump told reporters before the start of a meeting at the White House with senators.

"Ultimately state policy makers would be left with some very hard choices about having to cut back the number of people covered", Brian Tabor said, with the Indiana Hospital Association, which publicly opposes the plan. He argued that the bill is "fundamentally flawed" regardless of the tweaks Republicans make. Reconciliation allows legislation to pass the Senate with a simple majority vote of 51-49. While insurers including Aetna Inc., UnitedHealth Group Inc. and Humana Inc. have pulled out of the individual market in some states, part of that decision stems from uncertainty about the future of the Affordable Care Act as Republicans seek to dismantle that law.

For states like MI with Medicaid expansion, the Senate bill would reduce federal funding starting in 2021.
