Cambodia Says Southeast Asian Nations Unhappy Over North Korea's Missile Tests

US Secretary of State Rex Tillerson on Monday ruled out a quick return to dialogue with North Korea, as he said new United Nations sanctions showed the world had run out of patience with Pyongyang's nuclear weapons ambitions. To the administration of USA president Donald Trump, who's been blaming Beijing for not doing enough to rein in Pyongyang, it seems to be saying, the ball is in your court.

North Korea said the latest sanctions infringed its sovereignty and it was ready to give Washington a "severe lesson" with its strategic nuclear force in response to any USA military action.

Though Tillerson has emphasized the Trump administration's willingness to sit down with North Korea for negotiations, he's said that won't happen until the North agrees to abandon its nuclear aspirations. "We are ready to see the North and South resume contacts soon", foreign minister Wang Yi said at a regional security forum in Manila.

Tillerson said Washington would not "specify a specific number of days or weeks" before deciding that North Korea had indeed stopped its tests.

Security Council Resolution 2371 bans all North Korean exports of coal, iron, lead, and seafood, sets limits on the number of North Korean workers overseas, restricts joint-venture investments, and freezes assets and restricts shipping, potentially reducing North Korea's $3 billion export revenue by roughly one-third. It also prohibits countries from increasing the numbers of North Korean labourers now working overseas, bans new joint ventures with North Korea and any new investment in current joint ventures. He said in Manila on Sunday that Pyongyang should "not do anything unbeneficial towards the global community such as a nuclear test".

"It would be a very costly war, in terms of... in terms of the suffering of mainly the South Korean people", he said.

The White House said the two leaders "affirmed that North Korea poses a grave and growing direct threat" to most countries around the world.
