Although frustrated Floridians are anxious to return home, officials are still enforcing an access ban in the Lower Keys as they evaluate the infrastructure, the roadways, health hazards and other safety measures. The storm was weakening, but still potent, as it traveled northward through Georgia and SC.

Corey Smith, who rode out the hurricane in Key Largo, said Tuesday that the power is out on the island, there's very limited gas and supermarkets are closed.

"These short-lived tornadoes will continue to develop across parts of SC and Georgia on Monday", Kottlowski said.

At 8 a.m., the National Hurricane Center released reports indicating that Hurricane Irma has officially been downgraded to a tropical storm. As of Tuesday afternoon, that number had decreased to 3.4 million.

"We don't have a comprehensive insight into what the damage is", Bryan Koon, Florida director of Emergency Management said late Sunday.

It's not just the Keys that were hard hit. At least 36 people were left dead in the storm's wake across the Caribbean.

The islands of the Florida Keys and western parts of the state bore the brunt of the category-four hurricane.

That issue was eventually resolved and Toure went on to regain a place and play an influential role. Guardiola said: "I spoke with him and he knows the reason why, but its between him and me".

Irma is expected to drop 2 to 5 inches of rain across SC and northern portions of Georgia, Alabama and Mississippi.

During its rainy, windy run up the full 400-mile length of Florida, Irma swamped homes, uprooted trees, flooded streets, snapped miles of power lines and toppled construction cranes. At least one person died in the Keys.

The city of Jacksonville in northeast Florida ordered urgent evacuations on Monday. Charleston Mayor John Tecklenburg said of the storm surge that flooded the city, "It sounds kind of counterintuitive that we'd have that, because the center of the storm is over 200 miles away in western Georgia, and here we are over on the coast of SC". The town still grappling with storm surge and historic flooding.

Carbon monoxide expelled by generators has killed one man in SC and sent two people to the hospital in Florida.

"I've been in Miami Beach for two years, which is prone to flooding, but this is completely out of the norm", Kiener told ABC News.

Another man, in his 50s, was killed just outside Atlanta when a tree fell on his house, Sandy Springs police Sgt. Sam Worsham said.

While the Keys have an exhaustive recovery ahead, signs of normalcy will pop up Tuesday elsewhere in Florida. The second victim was a woman who was killed after a downed tree struck her vehicle.

Hurricane Irma was the longest-lasting powerful hurricane or typhoon ever recorded, worldwide.
