Accounts from refugees show the Myanmar military is also targeting civilians with shootings and wholesale burning of Rohingya villages in an apparent attempt to purge Rakhine state of Muslims.

"We want to work with the governments of Myanmar and Bangladesh to prevent the humanitarian plight in the region", he told the opening session of an Organisation of Islamic Cooperation (OIC) summit in the Kazakh capital Astana.

"New arrivals in all locations are in urgent need of life-saving assistance, including food, water and sanitation, health and protection".

On Sunday, Myanmar's government bluntly rejected a ceasefire proposed by militants in Rakhine after more than two weeks of bloodshed.

"The Myanmar government should stop pretending that the Rohingyas are setting fire to their own homes and laying waste to their own villages", he added.

The statement called on the Myanmar government to do the same.

"We have no policy to negotiate with terrorists", Zaw Htay told CNN.

"Because Myanmar has refused access to human rights investigators, the current situation can not yet be fully assessed, but the situation seems a textbook example of ethnic cleansing", he said.

The rally was hosted by a Facebook group called " Secured Borders ", which was a Russian front and is now suspended, according to the Daily Beast .

Myanmar says its security forces are carrying out clearance operations to defend against ARSA, which the government has declared a terrorist organization.

The violence and exodus began on August 25 when Rohingya insurgents attacked Myanmar police and paramilitary posts in what they said was an effort to protect their ethnic minority from persecution by security forces in the majority Buddhist country.

He urged the Indian state to adopt humanistic approach and listen to the pleas of refugees who had pleaded New Delhi to consider them as humans, not Muslims.

On August 25, Rohingya militants killed 12 security officers in co-ordinated attacks on border posts, according to Myanmar's state media.

The State Department is working with global partners, including the Office of the United Nations' refugee agency, the worldwide Committee of the Red Cross and the worldwide Organization for Migration, to provide emergency assistance for the displaced, the statement said.

Aung San Suu Kyi has repeatedly come under criticism for her lack of action to help the Rohingya, a stark contrast to her previous image as a champion of human rights.

"The situation seems a textbook example of ethnic cleansing".
