Japanese Prime Minister Shinzo Abe quickly welcomed the resolution and said after the vote it was important to change North Korea's policy by imposing a higher level of pressure.

Haley has called the proposal insulting. The report estimated North Korea may have enough in reserve to supply its military for a year of normal operations or a month at a wartime pace.

"The world will witness how the DPRK tames the U.S. gangsters by taking a series of actions tougher than they have ever envisaged", the foreign ministry said in a statement carried by the official KCNA news agency.

Meanwhile, Chinese Ambassador to the UN Liu Jieyi said Beijing hopes the United States would not seek regime change for North Korea or measures that would ensure the regime's collapse. However, China and Russian Federation refused to accept the initial US proposal and have agreed to a more limited set of sanctions.

It also froze the assets of three government agencies, including a military one.

But after the latest nuclear test, Haley took a more public approach, announcing that she would circulate a draft resolution to all council members and that she meant to call for a vote on September 11.
